The Polokwane Magistrate’s Court has refused bail for three family members accused of orchestrating a shocking R10 million life insurance fraud and multiple murders.
The accused include Sergeant Rachel Raesetsa Shokane Kutumela (43), a police officer stationed at Senwabarwana, her elder sister Annah Shokane (47), and her daughter Madjadji Flora Shokane (23), all from Moletjie Makgofe.
They face a long list of serious charges, including nine counts of murder, twelve counts of fraud, contraventions of the Financial Intelligence Centre Act (FICA), and money laundering. Rachel and her daughter are also specifically charged with money laundering.
The Alleged Scheme
Between 2013 and 2022, Rachel and Annah are said to have registered many life and funeral insurance policies in the names of their victims. They subsequently reported receiving R10 million in compensation. Insurance providers implicated in the alleged scam include ABSA, Standard Bank, Capitec, Hollard, Assupol, Old Mutual, One Life, and Clientele.
The state claims that Rachel shared part of the fraudulent proceeds with her daughter, Madjadji.
Why Bail Was Refused
During the bail hearing, prosecutors strongly opposed their release, arguing that:
- The accused may commit further crimes if released.
- No exceptional circumstances were presented to justify bail.
- The charges are serious and carry lengthy prison terms.
- Witnesses could face serious risks if the accused are freed.
The magistrate agreed, ruling that all three should remain in custody.
